A project that has had a lot of thought put into it, only to be sadly neglected by laziness and eventually never ever coming to completion.
Think of making a game down to the smallest detail, even have the color of the main characters shoelaces. Then, after all this detailed planning, leave the project alone to die the slow death of neglect.
