There are two definitions of tilt for photography and videography:
1) A tilt lens is able to rotate the lens, or tilt it, in relation to the camera body and image sensor, causing objects that are at varying distances from the camera to fall into focus.

2) Tilt describes the angle of a camera up or down while the camera mount remains still. Tilt is similar to pan, but for up and down. It is used less often. The exact tilt of the camera is important for setting the feel of a video. In videography, tilt is usually accompanied by zoom and focus to bring objects into view.
1) "Put some tilt on that camera to bring her into focus."

2) "You're too low, tilt up a bit to bring his face into view."
