It is the act of doing something goofy.

Sarah : You make me so Happy.
Chatez : How happy?
Sarah : So happy that I'm smiling goofily.

Chatez : I can walk like a Penguin, See.
Sarah : You're doing that so goofily.

Goofily Insane

A term to describe an acute forensic condition. The affliction negates the thought process associated with being a solid person. The resulting behavior is completely goofy.

If i had known Randall was goofily insane i would neer have had unprotected sexual intercourse.
