Typically an older man who hangs around at bars to just watch the young women. Doesn't talk with people, just stares and acts creepy. Will be seen wearing slip on shoes often, like penny loafers.
It looks like that Panty Loafer Chuck is back...yeah he seems to have sniffed out that bachelorette party.
