: n. A unit within the New York City Police Department that is responsible for raising revenue on the highways of New York City. The unit is comprised of miserable outcasts that cannot be partnered up with anyone in an RMP, were not able to get hired by any legitimate State Police agency, geeks that believe that writing "movers" (i.e. moving violations) will avenge their social shortcomings that they've encountered since high school, or any combination of the three. They are most obnoxious to fellow PD members and FD employees. An individual of this unit is known pejoratively as "Harry Highway" by other PD members as well as FD and several other city agencies.
Look at that NYPD Highway Patrol loser! "Harry Highway" loves to pretend he's a state trooper.
