(DAUD-er) a pen that ceases to function while it is being used for something of upmost importance, such as writing a term-paper that is due in twenty minutes. can also be used to describe a person who refuses to do anything when he/she is needed.
This paper is due in twenty minutes and this dodder is really pissing me off.
my brother is a mechanic but he can be such a dodder sometimes. last week my car broke down and he refused to help me fix it.

(British slang) Dodder by itself means to totter around/move ungainly. The sentence 'What a dodder' usually means you have witnessed something incredible or surprising.
"What a dodder!"
