Usually accomplished via a new law, rule or corporate practice which has some ridiculous alleged purpose, whilst actually seeking some nefarious purpose.

The Old Town neighborhood seems to be undergoing a program of pest control. I just heard Julia and her kids were forced out when their apartment lease was not renewed.

as an adjective: to hijack a thread so that any discussion whatsoever is altered to one about the supposed unfairness suffered by the hijacker

AKA "to cornhog" or "cornhogging"
