Zurcher

Arkansas Alderman who was removed from duty on massive pot possession charges, in addition to wasting the time of a city council by making desperate pleas for them to put out a release saying the city condemned oil drilling in Alaska. Used in the Northwest Arkansas area as a term for weirdo potheads.
