A genuine phrase that means you miss someone a great deal. You might say it to someone you love and have not seen in a long period of time. It is an endearing phrase.
Two people who are in love are living in two different countries:

Peter: "It feels like I haven't seen you in forever. I love you."
Amanda: "I know, I can't stand it. I miss you to pieces!"
